Who Pays Title Deed Fee According to Turkish Laws?

People, who perform some procedures indicated in the tariff numbered 4 attached to Act of Fees, are supposed to pay title deed fee. Unless otherwise consented upon, people, who are supposed pay title deed fee in some procedures that are not state in the tariff, are listed below:
1-People who acquire property rights and limited rights in rem. (If acquiring persons are more than one person, they will pay this fee in proportion to their shares.)
2-People who establish a lien.
3-If a person applies for registeration on behalf of another person in cadastres.
4-A person who has nuda proprietas while registering bare ownership on behalf of inheritor.
5-People who recede during revocation.
6-Beneficiaries while performing some procedures except the ones indicated above.
