The EU unemployment rate was 6.0% in March 2023, stable compared with February 2023 and down from 6.2% in March 2022. These figures are published by Eurostat, the statistical office of the European Union.

Eurostat estimates that 12.960 million persons in the EU, of whom 11.010 million in the euro area, were unemployed in March 2023. Compared with February 2023, unemployment decreased by 155 thousand in the EU and by 121 thousand in the euro area. Compared with March 2022, unemployment decreased by 353 thousand in the EU and by 365 thousand in the euro area.

Youth unemployment

In March 2023, 2.763 million young persons (under 25) were unemployed in the EU, of whom 2.264 million were in the euro area. In March 2023, the youth unemployment rate was 14.3% both in the EU and in the euro area, down from respectively 14.5% and 14.4% in the previous month. Compared with February 2023, youth unemployment decreased by 33 thousand in the EU and by 14 thousand in the euro area. Compared with March 2022, youth unemployment increased by 105 thousand in the EU and by 91 thousand in the euro area.

Unemployment by sex

In March 2023, the unemployment rate for women was 6.3% in the EU, down from 6.4% in February 2023. The unemployment rate for men was 5.6% in March 2023, down from 5.7% in the previous month. In the euro area, the unemployment rate for women was 7.0%, down from 7.1% in February 2023. The unemployment rate for men was 6.1%, stable compared with the previous month.

At the end of January 2023, 5.5 million people worked in local units of manufacturing with 50 or more persons employed in Germany. As reported by the Federal Statistical Office (Destatis) on the basis of provisional results, that was about 80,500 persons or 1.5% more than in January 2022.

In the manufacture of motor vehicles, trailers and semi-trailers, the number of employees increased by 0.6%; this is the first time since June 2019 that this industry has recorded an increase in the number of employees compared to the same month of the previous year.

The number of hours worked in January 2023 increased 5.0% from a year earlier, reaching 704 million – here it has to be considered, that there was one working day more than in January 2022.

The earnings amounted to 26.5 billion euros in January 2023. In the past 12 months (February 2022 to January 2023), the earnings increased by 5.7% compared to the same period last year

In Q4 2022, the number of unemployed people as defined by the International Labour Office (ILO) decreased by 45,000 over the quarter, and reached 2.2 million people. The ILO unemployment rate in France (excluding Mayotte) was thus virtually stable (‑0.1 points) at 7.2% of the labour force. Over the year, it decreased by 0.3 points and stood 1.0 point below its pre-crisis level (at the end of 2019). It is its lowest level since the Q1 2008, except for the sharp fall in Q2 2020 during the first lockdown.

Over the quarter, the unemployment rate for people aged 15 to 24 decreased by 1.0 point, at 16.9%. It stood 0.4 points above its Q4 2021 level and 4.9 points below its pre-crisis level. The unemployment rate was stable over the quarter for people aged 25 to 49, at 6.5%, 0.3 points below its level a year ago. Finally, it decreased barely (‑0.1 points) for those aged 50 or more at 5.0%, 0.7 points below its level a year ago.

Over the quarter, the women’s unemployment rate slightly decreased (‑0.2 points) to 6.9% such as the men’s unemployment rate (‑0.1 points) at 7.4%.

The halo around unemployment barely increased quarter-to-quarter

Among the inactive people as defined by the ILO, 1.9 million wanted a job without being considered unemployed, because they either do not seek a job or are not immediately available: they made up the halo around unemployment. This number rose slightly over the quarter (+38,000), thus the share of halo in the population of people aged 15 to 64 was virtually stable quarter-to-quarter (+0.1 points), remaining at the same level as in Q4 2021 (4.5%). Over the quarter, the share of halo was virtually stable (+0.1 points) for all ages, at 6.3% for those aged 15 to 24, 4.6% for those aged 25 to 49 and 3.1% for those aged 50 to 64.

The long-term unemployment rate was stable

Among the unemployed, 580,000 people on average in Q4 2022 declared being jobless and having been job seeking for at least one year. This number decreased barely over the quarter. Thus, the long-term unemployment rate was stable over the quarter at 1.9% of the labour force. It stood 0.3 points below its Q4 2021 level and at its lowest level since Q2 2009.

The 15-64 employment rate was stable over the quarter

On average, in Q4 2022, the employment rate of people aged 15 to 64 was stable at 68.3%, standing at its highest level since INSEE started measuring it (1975). It rose by 0.5 points over the year.

Among young people, the employment rate increased by 0.3 points over the quarter to 35.3%. It grew by 1.4 points over the year and by 5.5 points over 3 years. For those aged 25 to 49, the employment rate was virtually stable over the quarter at 82.7% (+0.1 points), after a 0.3 point increase in the previous quarter. It rose by 0.4 points over the year and stood at it highest level since the beginning of 2008. Finally, for those aged 50-64, the employment rate was stable over the quarter at 66.2%, standing at its highest level since INSEE started measuring it (1975).

Underemployment was virtually stable over the quarter

In Q4 2022, 4.6% of employed people were underemployed. This share war virtually stable over the quarter (+0.1 points) and stood 0.4 points above its level a year ago.

On average, in Q4 2022, 16.5% of participants in the labour market (active people or in the halo around unemployment) were constrained in their labour supply, either by the absence of a job (unemployed or halo around unemployment), or in a situation of underemployment. This share was virtually stable over the quarter (+0.1 points) and stood 0.7 points below its level in Q4 2021.

In Q4 2022, the average number of hours worked per week and per job was 31.2 hours (seasonally-adjusted), down by 1.0% compared to the fourth quarter of 2019. This decline may be explained by two effects: on the one hand, the Christmas holidays began earlier in 2022, which led to more days off during Q4 2022 than during Q4 2019. On the other hand, the number of non worked days due to sick leave (including periods of self-isolation) or childcare remained higher than before the health crisis.

Full-time employment rate rose again while part-time employment rate was stable

The full-time employment rate stood at 57.2% in Q4 2022. It stood at its highest since INSEE started measuring it on a quarterly basis (2003). It grew by 0.2 points over the quarter and by 0.9 points over the year. The part-time employment rate was stable quarter-to-quarter, at 11.2%, slightly below its Q4 2021 level (‑0.3 points). As a result, the share of part-time employment in total employment decreased by 0.1 points over the quarter, to 17.1%, 0.5 points below its level in Q4 2021. This share in Q4 2022, this share was at its lowest level since 2002.

According to a recent analysis, European citizens may have lost out on over €3,000 annually as a result of the austerity measures put in place by EU governments after the 2007 financial crisis.

According to a report issued on Friday by the New Economics Foundation (NEF) and Finance Watch, the EU countries might have spent up to €1,000 more year per person on public services if less drastic budget cuts had been made.

The announcement comes as EU nations are amassing debt at rates unmatched in contemporary peacetime in an effort to combat the COVID-19 pandemic and the impacts of the war in Ukraine.

Austerity measures, according to Frank Van Lerven, program lead for macroeconomics at NEF, have failed.

According to Van Lerven, the last ten years of austerity measures have hurt European economies and prevented an increase in our standard of life.

“A fixation on debt and deficit reduction does not promote economic growth or maintain low debt levels. Instead, austerity has prevented European nations from reaching their full potential.

But as the pandemic spread, the EU suspended the Stability and Growth Pact (SGP) guidelines to give nations more leeway in managing the economic consequences.

According to research from the New Economic Foundation, Europe is now more vulnerable to economic shocks from COVID-19 and the crisis brought on by the war in Ukraine.

According to the analysis, €533 billion would have been available for EU countries to spend on infrastructure projects, particularly green ones, which may have helped lessen the impact of increases in energy prices, if the cuts had not been so severe.

However, Antonios Nestoras, interim executive director of the European Liberal Forum, told Euronews that the report’s findings lack a balanced viewpoint and neglect to take into account other significant factors. He also added that public spending levels can only be effectively managed once a foundation of societal wealth has been created.

The employment rate in Czech Republic

The proportion of employed persons in the number of all persons aged 15–64 years reached 75.1% in November 2022. It decreased by 0,2 percentage point (p.p.) compared to that in November 2021. The male employment rate was 81.5%; the female employment rate was 68.5%. The employment rate of persons aged 15–29 years was 39.8%, in the age group of 30–49 years it was 87.6%, and in the age group of 50–64 years it was 81.5%.

“Over the last twenty years, the employment has considerably moved to a higher age. Five years ago, the employment rate for the age group of 15–29 years was 49.6%, i.e. almost by ten percentage points higher than the current 39.8%, whereas for the age group of 50–64 years it was only 72.8%, i.e. by nine percentage points lower compared to the current 81.5%. The older group is more important as for their number, therefore the employment rate is growing in total,” Dalibor Holý, Director of the Labour Market and Equal Opportunities Statistics Department of the Czech Statistical Office, comments on the results.

The general unemployment rate

The percentage of the unemployed in the labour force, that is in the total number of the employed and the unemployed (that means economically active persons), reached 2.7% in November 2022. It increased by 0.6 percentage point, year-on-year. The male unemployment rate reached 2,3%; the female unemployment rate reached 3.2%.

The economic activity rate

The percentage of the economically active in the total number of persons aged 15–64 years reached 77.2%. It increased by 0.2 p. p. compared to that in November 2021. The male economic activity rate (83.4%) exceeded the female economic activity rate by 12.6 p. p.

International comparability

All data presented in the News Release are seasonally adjusted. They apply to the age group of 15–64 years. They come from the Labour Force Sample Survey (LFSS) carried out by a network of interviewers of the CZSO in households and are different in terms of methodology from administrative data of the Labour Office of the Czech Republic on registered job applicants (namely the “Share of unemployed persons” indicator).

The LFSS has an internationally comparable methodology, which defines the employed and the unemployed in accordance with recommendations of the International Labour Organization. The CZSO regularly sends data from the LFSS to Eurostat, which prepares monthly press release on unemployment as for Member States of the EU, however, for the age group of 15–74 years. The unemployment rate in that age group (of the aged 15–74 years) was 2.7% in the Czech Republic in November 2022.

In compliance with the international methodology for the LFSS, the survey is only carried out in private households; collective accommodation establishments as well as temporary shelters are not covered. Due to those reasons, coming of war refugees from the Ukraine will, for the time being, be reflected only marginally in the trends.

Tables 1 and 2 enclosed contain methodologically consistent time series of basic indicators of the labour market and numbers of the employed and unemployed persons, starting in 1993.
