The seasonally adjusted unemployment rate remained at 3.5 per cent in March, according to data released today by the Australian Bureau of Statistics (ABS).

Lauren Ford, ABS head of labour statistics said: “with employment increasing by around 53,000 people, and the number of unemployed decreasing by 1,600 people, the unemployment rate remained at a near 50-year low of 3.5 per cent.”

“In line with the increase in employment, the employment-to-population ratio increased 0.1 percentage point to 64.4 per cent, with the participation rate remaining at 66.7 per cent. Both indicators were close to their historical highs in November 2022, reflecting a tight labour market and explaining why employers are finding it hard to fill the high number of job vacancies.”

“With consecutive months of strong growth in female employment (up 81,000 over the past two months), the female participation rate increased to a record high of 62.5 per cent, and their employment-to-population ratio also hit a historical high of 60.4 per cent,” Ms Ford said.

Hours worked

Seasonally adjusted monthly hours worked fell by 0.2 per cent in March 2023, following the strong 3.8 per cent increase in February, and also continued to reflect a tight labour market.

“Over the past 12 months, hours worked has increased 5.5 per cent, outpacing the 3.3 per cent increase in employment. Since March 2020, hours worked have increased 8.4 per cent, compared to a 7.0 per cent increase in employment.

“The strength in hours worked relative to employment shows the high level of demand for labour, to some extent, is being absorbed by people working more hours,” Ms Ford said.

Underemployment and underutilisation

The seasonally adjusted underemployment rate rose 0.4 percentage points to 6.2 per cent, following the 0.3 percentage points decrease in February.

“The underemployment rate continues to be low in historic terms, being 2.5 percentage points lower than before the pandemic. This continues to be underpinned by consistently faster growth in hours worked,” Ms Ford said.

The underutilisation rate, which combines the unemployment and underemployment rates, rose 0.4 percentage points to 9.7 per cent, but remained 4.2 percentage points lower than in March 2020.

Underlying trend data

Trend employment increased by 31,700 people (0.2 per cent) in March 2023, and trend monthly hours worked increased 0.2 per cent.

“The latest monthly percentage increase in trend employment was slightly higher than the monthly average increase for the 20 years before the pandemic,” Ms Ford said.

“However, the latest monthly percentage increase in trend hours worked was almost twice the longer-term average, consistent with the relative strength in hours worked over the past year.”

In line with the stronger increase in hours worked, most of the recent net employment growth has been in full-time employment, resulting in a higher share of full-time employment than there was pre-pandemic.

“Around 68.2 per cent of employed people were full-time workers just prior to the pandemic, with this share having generally trended down over the decades through to 2017. It has now increased to 70.1 per cent in March 2023, around where it was a decade ago,” Ms Ford said.

The trend unemployment rate remained at 3.5 per cent for the eighth consecutive month, while the trend underemployment rate rose slightly to 6.1 per cent.

The trend participation rate rose less than 0.1 percentage point to 66.8 per cent, the highest rate in the trend series.

The trend employment to population ratio remained at 64.4 per cent for the eight consecutive month.

“In trend terms, the elevated employment-to-population ratio and participation rate, along with the low unemployment and underemployment rates, all point to a consistently tight labour market,” Ms Ford said.

The number of unemployed persons aged 15 years old and over decreased by 427 thousand to 3 million 775 thousand persons in the period of April 2020 in Turkey compared with the same period of the previous year. The unemployment rate occurred as 12.8% with 0.2 percentage point decrease. Non-agricultural unemployment rate occurred as 14.9% with 0.1 percentage point decrease.

Employment rate realized as 41.1%

The number of employed persons decreased by 2 million 585 thousand to 25 million 614 thousand persons in the period of April 2020 compared with the same period of the previous year. The employment rate occurred as 41.1% with 4.9 percentage point decrease.


While the number of agricultural employment decreased by 491 thousand persons, industry decreased by 209 thousand persons, construction decreased by 361 thousand persons and services decreased by 1 million 524 thousand persons. According to the distribution of employment by sector; 17.5% was employed in agriculture, 20.9% was employed in industry, 4.9% was employed in construction and 56.7% was employed in services.

Labour force participation rate realized as 47.2%

The number of persons in the labour force realized 29 million 388 thousand persons with 3 million 13 thousand persons decrease in the period of April 2020 compared with the same period of the previous year. Labour force participation rate (LFPR) was 47.2% with 5.7 percentage point decrease.

The rate of unregistered employment realized as 28.7%

The ratio of persons working without any social security relating to the main job occurred 28.7% with 5.5 percentage point decrease in the period of April 2020 compared with the same period of the previous year. The rate of unregistered employment realized as 17.3% with 5.8 percentage point decrease in the non-agricultural sector compared to the same period of the previous year.

For 15-64 age group, unemployment rate realized as 13.1% and employment rate realized as 45.5%

For the 15-64 age group, the unemployment rate occurred as 13.1% with 0.2 percentage point decrease and non-agricultural unemployment rate occurred as 15.0% with 0.1 percentage point decrease compared to the same period of the previous year. In this age group, employment rate occurred as 45.5% with 5.1 percentage point decrease and labour force participation rate occurred as 52.4% with 6 percentage point decrease.

Youth unemployment rate realized as 24.4%, employment rate realized as 26.1%

The youth unemployment rate between aged 15-24 years realized as 24.4% with 1.2 percentage point increase and the youth employment rate realized as 26.1% with 7.0 percentage point decrease compared with the same period of the previous year. In the same period, labour force participation rate realized as 34.5% with 8.6 percentage point decrease. The rate of neither in employment nor in education realized as 29.1% with 5.7 percentage point increase compared with the same period of the previous year.

Seasonally adjusted unemployment rate realized as 13.8%, employment rate realized as 41.0%

Seasonally adjusted unemployment rate realized as 13.8% with 0.7 percentage point increase. The number of unemployed persons increased by 76 thousand to 4 million 80 thousand persons.

Seasonally adjusted employment rate realized as 41.0% with 1.6 percentage point decrease. The number of employed persons estimated as 25 million 541 thousand persons with 968 thousand persons decrease compared with the same period of the previous year.

Seasonally adjusted labour force participation rate was 47.5% with 1.5 percentage point decrease. The number of labour force estimated as 29 million 620 thousand persons with 893 thousand persons decrease.

According to the seasonally adjusted number of employment by sectors, employment in agriculture decreased by 34 thousand persons, industry decreased by 164 thousand persons, construction decreased by 123 thousand persons and services decreased by 647 thousand persons.

The unemployment rate occurred as 13.2% with 0.9 percentage point decrease. Non-agricultural unemployment rate occurred as 15.0% with 1.1 percentage point decrease.

Employment rate realized as 42.0%

The number of employed persons decreased by 1 million 662 thousand to 26 million 133 thousand persons in the period of March 2020 compared with the same period of the previous year. The employment rate occurred as 42.0% with 3.4 percentage point decrease.

While the number of agricultural employment decreased by 538 thousand persons, construction decreased by 248 thousand persons and services decreased by 903 thousand persons, industry increased by 26 thousand persons. According to the distribution of employment by sector; 16.4% was employed in agriculture, 21.1% was employed in industry, 4.9% was employed in construction and 57.6% was employed in services.

Labour force participation rate realized as 48.4%

The number of persons in the labour force realized 30 million 104 thousand persons with 2 million 235 thousand persons decrease in the period of March 2020 compared with the same period of the previous year. Labour force participation rate (LFPR) was 48.4% with 4.5 percentage point decrease.

The rate of unregistered employment realized as 29.1%

For the 15-64 age group, the unemployment rate occurred as 13.5% with 0.8 percentage point decrease and non-agricultural unemployment rate occurred as 15.1% with 1.1 percentage point decrease compared to the same period of the previous year. In this age group, employment rate occurred as 46.5% with 3.5 percentage point decrease and labour force participation rate occurred as 53.7% with 4.7 percentage point decrease.

The youth unemployment rate between aged 15-24 years realized as 24.6% with 0.6 percentage point decrease and the youth employment rate realized as 27.4% with 5.1 percentage point decrease compared with the same period of the previous year. In the same period, labour force participation rate realized as 36.3% with 7.2 percentage point decrease. The rate of neither in employment nor in education realized as 27.9% with 4.2 percentage point increase compared with the same period of the previous year.

Seasonally adjusted employment rate realized as 42.6% with 1.7 percentage point decrease. The number of employed persons estimated as 26 million 512 thousand persons with 1 million 3 thousand persons decrease compared with the same period of the previous year.

Seasonally adjusted labour force participation rate was 49.0% with 1.7 percentage point decrease. The number of labour force estimated as 30 million 484 thousand persons with 1 million 35 thousand persons decrease.

According to the seasonally adjusted number of employment by sectors, employment in agriculture decreased by 21 thousand persons, industry decreased by 85 thousand persons, construction decreased by 202 thousand persons and services decreased by 694 thousand persons.

According to the results of Address Based Population Registration System (ABPRS), while the total population of Turkey was 79 million 814 thousand 871 at the end of 2016, the young population at the age group of 15-24 was 12 million 989 thousand 42. Young population constituted 16.3% of total population. While young male population constituted 51.2% of young population, young female population constituted 48.8% of it.

The province with the highest proportion of young population was Hakkari
According to the results of ABPRS, Hakkari had the highest proportion of young population with 25.5% in 2016. Hakkari was followed by Şırnak with 23.9% and Siirt with 23.1%. The provinces with the lowest proportion of young population were Muğla with 13.2%, Balıkesir with 13.5% and Sinop with 13.7%, respectively.

Net schooling ratio in higher education for females was 42.6%
In Turkey, net schooling ratio in higher education in 2014/’15 educational year was 39.5%, this ratio increased to 40.9% in 2015/’16 educational year. While this ratio for males increased from 38% to 39.2%, for females it increased from 41.1% to 42.6%.

The rate of young people in neither education nor employment was 24%
According to the results of household labor force survey, the rate of young people in neither education nor employment was 24% in 2016. This rate was 14.6% for young males and 33.5% for young females.

While unemployment rate was 18.5% for young people in 2015, it was 19.6% in 2016. This rate was 17.4% for young males and 23.7% for young females in 2016. Unemployment rate of young males increased by 0.9 points, unemployment rate of young females showed an increase of 1.5 points compared to the previous year.

51.1% of employed young people took part in service sector

Employment rate of young people was 34.1% in 2016 with decreasing 0.1 points compared to 2015. 17.6% of employed young people were involved in agricultural sector, 31.3% of them were in industrial sector and 51.1% was in service sector.

Deaths due to external causes of injury and poisoning was higher in young people
According to the results of causes of death statistics, when the causes of death of the individuals aged 15 and over was analyzed; it was seen that the external causes of injury and poisoning constituted 4.3% of deaths, in 2016. While the proportion of deaths for young people was 50.5% due to external causes of injury and poisoning, this proportion was 57.3% for young males and 31.8% for young females.

While the proportion of deaths due to benign and malignant tumors in young people was 12.1%, this proportion was 10.2% for young males and 17.4% for young females.

Four out of every five young people used Internet
According to the results of information and communication technology usage survey in households, the proportion of Internet usage for young people at the age group of 16-24 increased to 87.5% in 2016 while this proportion was 82.4% in 2015. While this proportion for young males was 94.2% in 2016 with an increase of 4.8 points, this proportion was 80.7% for young females with an increase of 5.2 points compared to the previous year.

65.1% of young people mentioned that they were happy
According to the results of life satisfaction survey: the proportion of young people at the age group of 18-24 who mentioned that they were happy was 65.1% in 2016, while it was 63.8% in 2015. This proportion for young males was 60% while it was 70.2% for young females.

63.6% of young people were satisfied with the education they received
According to the results of life satisfaction survey; in 2016, 63.6% of the young people declared that they were satisfied from the education they received up to now. 64.2% of the young males were satisfied from the education they received while 63% of young females were satisfied from the education they received.

Young people considered job satisfaction more important than income
According to the results of life satisfaction survey; in 2016, 78.7% of the young people were satisfied from the job, while 51% of them were satisfied from their income. For young males, the proportion of satisfaction from job was 77% and the satisfaction from the income was 51.5%, while for young females these proportions were 82.4% and 50%.

Health was the first source of happiness of young people
According to the results of life satisfaction survey; in 2016, health was the first value as a source of happiness of young people with 54.6%. This was followed by love with 20% and success with 15.4%. While the first value as a source of happiness for young males and females did not change, in the second order, it was success for young males with 17.7% and love for young females with 24.1%. Love took place in the third order as a source of happiness for young males with 15.8% while success took place in the third order as a source of happiness for young females with 13.2%.

Young females married with arranged marriage while young males with their own decision
According to the results of family structure survey, 2016; while 43.3% of the young people aged 15-24 married with arranged marriage and their own consent, 36.8% married with their own decision with approval of their family. It was seen that 13.6% of the young people married with eloping/abduction.

While 45.3% of young males and 35.3% of young females married with their own decision with approval of their family, 33.4% of young males and 45% of young females married with arranged marriage and their own consent.

While 51% of young people met their spouses by family and relative network, this proportion was 45.5% for young males and 52% for young females. The proportion of young people who met their spouses through the Internet was 3%. This proportion was 5.7% for young males, and 2.6% for young females.

Parents had problems with young people mostly about smoking
According to the results of family structure survey, 2016; parents declared that smoking was the most common problem with their children between the ages of 18-25 and living in the same household, with 16%. While mothers had problems with their children about smoking with 18.3%, fathers had problems with 13.2% on this subject.

It was stated that the biggest problems among the parents and young people after the smoking were choice of friends with 15.4%, use of mobile phone and style of clothing with 14.4%.

42.9% of young people agreed with persons from different religious sect would marry 
According to the results of family structure survey, 2016; when the thoughts of individuals aged 15 and over about marriage were analyzed, while 36.6% of the individuals agreed with persons from different sectarian people would marry each other, this proportion was 42.9% for young people. 46.1% of young males and 39.6% of young females agreed with persons from different sectarian people would marry each other.

Most important feature sought by young people in their future spouse was being a reliable person
According to the results of family structure survey, 2016; when personal and social qualifications sought by young people in their future spouse were examined, it was seen that 98.5% of young people considered important that the person to be married was a reliable person/not lying. 98.1% of the young people declared that it was important for the person to be married to be loyal to their partner and 97.7% considered that to be patient and tolerant was important.

It was seen that 48.6% of the young people did not care about having a similar political view with the person to be married. 41.6% of the young people declared that it was not a matter that the person to be married had a high income level/wealth and 41% stated that they did not care about being with the same social circle with the person to be married.

95.5% of the young people considered cheating of the females as precise reason for divorce
According to the results of family structure survey, 2016; when the situations considered as precise reason for divorce were examined by age groups, it was seen that 95.5% of the young people declared the most important divorce reason as females’ cheating their husband even for once. 93.8% of the young people declared that males’ cheating their wife even for once was the second most important reason for divorce. It was declared that males’ maltreatment towards their wife (beating, insulting etc.) was considered as the third most important reason by young people with 89.6%.

Failing to have a baby by wife and husband was not considered important as precise reason for divorce by young people. While only 6.2% of the young people declared that males’ failing to have a baby was precise reason, 6.8% declared that females’ failing to have a baby was precise reason for divorce.

While youth unemployment rate including persons aged 15-24 was 23.3% with 4.7 percentage point increase, the unemployment rate for persons aged 15-64 occurred as 12.9% with 1.8 percentage point increase.

Employment rate realized as 45.3%
The number of employed persons rose by 500 thousand to 26 million 956 thousand persons in the period of February 2017 compared with the same period of the previous year. The employment rate occurred unchanged as 45.3%.

The number of agricultural employment increased by 160 thousand persons and the number of non-agricultural employment increased by 340 thousand persons in this period. According to the distribution of employment by sector; 18.7% was employed in agriculture, 19.5% was in industry, 6.7% was in construction and 55.2% was in services. Employment in agriculture increased by 0.3 percentage point,   services increased by 0.2 percentage point while industry decreased by 0.4 percentage point and construction realized without any change.

Labor force participation rate realized as 51.8%
The number of persons in the labor force amounted 30 million 855 thousand persons with 1 million 175 thousand persons increase in the period of February 2017 compared with the same period of the previous year. Labor force participation rate (LFPR) was 51.8% with 1 percentage point increase. LFPR for male was 71.7% with 0.8 percentage point increase and the rate for female was 32.3% with 1.2 percentage point increase compared with the same period of the previous year.

The rate of unregistered employment realized as 32.8%
The ratio of persons working without any social security relating to the main job occurred 32.8% with 0.7 percentage point increase in the period of February 2017 compared with the same period of the previous year.

Public sector employment decreased as 1.2%
According to data gathered by The Ministry of Finance, total public sector employment realized as 3 million 558 thousand persons with 1.2% percentage point decrease in the first quarter of 2017 compared to the same period of the previous year.

Seasonally adjusted employed increased and unemployed decreased
Seasonally adjusted employed persons increased by 143 thousand persons and occurred 27 million 699 thousand persons compared with the previous period. Seasonally adjusted employment rate occurred 46.5% with 0.2 percentage point increase.

The number of seasonally adjusted unemployed persons decreased by 15 thousand to 3 million 674 thousand persons in the period of February 2017 compared with the previous period. The unemployment rate was 11.7% with 0.1 percentage point decrease.

Seasonally adjusted labor force participation rate was 52.7% with 0.2 percentage point increase compared with the previous period. According to the number of employment by sector, employment in agriculture increased by 22 thousand persons, construction increased by 61 thousand persons, services construction increased by 83 thousand persons while industry decreased by 23 thousand persons.

This is the lowest rate recorded in the euro area since April 2009.

The EU28 unemployment rate was 8.0% in March 2017, down from 8.1% in February 2017 and from 8.7% in March 2016. This remains the lowest rate recorded in the EU28 since January 2009. These figures are published by Eurostat, the statistical office of the European Union.

Among the Member States, the lowest unemployment rates in March 2017 were recorded in the Czech Republic (3.2%), Germany (3.9%) and Malta (4.1%). The highest unemployment rates were observed in Greece (23.5% in January 2017) and Spain (18.2%).

The unemployment will fall to around 9.5% by the end of 2017 and below 8% in 2018, claimed the Turkish Ministry of Labor.

“Data in our hands show that there will be significant decreases in the unemployment rate even by March and April. We will see the rate decline below 11%.

Thanks to new local and foreign investments, we will see the unemployment rate decline below 8%.”

Furthermore, there have been created 802,856 new jobs since the beginning the year which was above the expectations.

The number of unemployed persons aged 15 years old and over realized as 3 million 985 thousand persons with 695 thousand persons increased in the period of January 2017 in Turkey compared with the same period of the previous year. The unemployment rate was 13% with 1.9 percentage point increase. In the same period, non-agricultural unemployment rate was 15.2% with 2.2 percentage point increase. While youth unemployment rate including persons aged 15-24 was 24.5% with 5.3 percentage point increase, the unemployment rate for persons aged 15-64 occurred as 13.3% with 2 percentage point increase.

Employment rate realized as 44.8%
The number of employed persons realized as 26 million 672 thousand persons with 397 thousand persons increase in the period of January 2017 compared with the same period of the previous year. The employment rate occurred as 44.8% with 0.2 percentage point decrease.

The number of agricultural employment increased by 81 thousand persons and the number of non-agricultural employment increased by 317 thousand persons in this period. According to the distribution of employment by sector; 18.3% was employed in agriculture, 19.8% was in industry, 6.5% was in construction and 55.4% was in services. Employment in agriculture realized without any change. Employment in industry decreased by 0.4 percentage point and construction decreased by 0.2 percentage point while services increased by 0.6 percentage point.

Labor force participation rate realized as 51.5%
The number of persons in the labor force amounted 30 million 658 thousand persons with 1 million 93 thousand persons increase in the period of January 2017 compared with the same period of the previous year. Labor force participation rate (LFPR) was 51.5% with 0.8 percentage point increase. LFPR for male was 71.5% with 0.7 percentage point increase and the rate for female was 32% with 1 percentage point increase compared with the same period of the previous year.

Seasonally adjusted employed persons increased by 230 thousand persons and occurred 27 million 534 thousand persons compared with the previous period. Seasonally adjusted employment rate occurred  46.3% with 0.1 percentage point increase.

The number of seasonally adjusted unemployed persons occurred as 3 million 697 thousand persons with 10 thousand persons decrease in the period of January 2017 compared with the previous period. The unemployment rate was 11.8% with 0.2 percentage point decrease.
Seasonally adjusted labor force participation rate was 52.5% with 0.1 percentage point increase compared with the previous period. According to the number of employment by sector, employment in agriculture increased by 111 thousand persons, industry increased by 9 thousand persons, construction increased by 13 thousand persons and services increased by 96 thousand persons.

The Employment Bureau says that Montenegro had 52,810 unemployed people in total on 20 March.

In the same period last year, the unemployment rate was at 18.6%, while it was at 22.68% on 13 March.

The highest unemployment rate, amounting to 32.7%, was recorded in July 2000, while the lowest one, at the level of 10.1%, was recorded in August 2009.
