Wage Earners’ Price Index in Istanbul, reflecting retail prices and increasing by 1.11% in September 2019, increased by 1.78% in October 2019.

In October, it has been observed that expenditures of clothing, other, food, housing, household goods, health and personal care, transportation and communication increased, and expenditures of culture, education and entertainment decreased.

In general, upward price changes have been observed in Clothing, Housing, Other Expenditures, Fresh Dried Vegetables and Fruits.

The annual retail price increase rate, which was 20.31% in October 2019, increased by 11.28% in the same month of 2019 compared to the previous year. The average annual change rate is 16.75% as of October 2019.

The seasonally adjusted retail sales volume increased for both EA19 and EU28 by 0,4%. The index raised by 2,8% in the Euro area and 3,3% in EU29, compared to the same months of the previous year.

The retail sales index increased by 0,9% for non-food products and 0,1% for food, beverage and tobacco products while it decreased by 0,7% for automotive fuel.

The same index increased by 0,1% for non-food products while decreasing by 0,1% for food, beverage and tobacco products and 0,2% for automotive fuel.

Among the countries for which data is available, the largest monthly increases in the total trade volume were recorded for Croatia (4.4%), Belgium and Latvia (1,6%). The largest decreases were seen in in Slovakia (1,5%), Portugal (1,0%) and Bulgaria (0,6%).

Compared to the same month of the previous year, the largest increases in the total retail trade volume was recorded in Slovakia (11,8%), Croatia (11,4%) and Romania (9,1%).

3- Should there be a delivery note number in an invoice?
Delivery date of the goods and delivery note number,
1- should be issued by the seller on condition that the goods are delivered or sent by the seller;
2- should be issued and kept in the vehicle by the customer if the goods are delivered or sent by the customer.

4- How should a delivery note be issued if the goods are delivered to other branches except than the main office?
The person who sends the goods should issue a delivery note if the goods are delivered between more than one offices and branches or to another reseller.

5- Should there be stated price and amount in delivery notes?
No.
It is not compulsory to state price and amount in delivery notes stated above.

6- Should there be written where and to whom the goods are delivered?
No.
There should be written where and to whom the goods are delivered.

7- Is delivery note compulsory for retails sold to final customers?
No.
If final customers, who buy the goods as retail with the intent of consumption, send or deliver the goods, it is not compulsory to issue delivery note on condition that they keep the invoices or retail voucher.

8- What is the legal basis of issuing an invoice?
According to article 232 of the Tax Procedure Law, taxpayers stated in this article are supposed to issue or demand and get invoice for sold goods or services.

9- Is it possible to issue a receipt in order to issue a retail voucher? (Retail voucher-Cash voucher)
If the goods or service costs less than 900 TL, it is possible to issue a retail voucher instead of an invoice.

If customer demands an invoice, the seller should demand an invoice whatever the amount is.

A number of incentives have been included in the Finnish Government’s 2019 Budget to encourage investment in the shares of both small and listed companies.

The Budget, agreed by the Government on August 29, directs the Finnish tax administration to draw up guidelines later this year to enable employees to obtain shares in their employer at a lower price than a private investor “without tax consequences.”

It is also proposed that rules be drawn up easing the tax rules surrounding the ownership of stock options by employees of unlisted start-up companies. The aim is that any gains made from holding options will, in general, be taxed as capital income, and the tax paid only when such gains are realized.

The Budget also included plans to introduce a new tax-privileged equity savings account for retail investors, allowing them to invest in listed shares up to a maximum amount of EUR50,000 (USD58,400).

In other measures, the Budget restricts the the deductibility of interest paid on mortgages to 25 percent of the interest.

While the personal income tax burden will remain largely unchanged next year, the Government will ease tax on low income earners by increasing the tax-free allowance, the earned income deduction, and the pension income allowance.
