Is there a cash blockage requirement in case of capital addition of partner receivables?

In the establishment of joint stock companies or in cash capital increases to be made later, it is mandatory to block 1/4 (25%) of the capital amount to the bank.

The capital addition process of the partner receivables from the company will be done with the CPA report and since there is no cash increase, there will be no bank blockage process.
